Prince Shotoku
Prince Shotoku was a remarkable leader because he was not the actual emperor, but a regent. He loved Buddhism, and built a lot of Buddhist temples.
Based on what he learned from the Chinese government, Prince Shotoku made a 17-point constitution for Japan. This 17-point constitution was about moral standards and values that could help guide Japanese rulers and government, which Shotoku thought would strengthen the states.
The 17-point constitution was influenced by Confucianism. In the document, Prince Shotoku wrote that lower ranked officials should obey higher ranked ones, and that the emperor was the most important person in the state.
In 645 AD, when the Fujiwara clan gained control, they made changes to the government. They forbade people from owning private land, started a new tax system, and took a population count, also known as a census. These changes gave more power to the central government.
